Anne Quinlan has over 35 years of experience as a contracts and grants professional for the U.S. Government. Ms. Quinlan began her career as a Contracts Officer with the Department of Defense where she supported a US Navy R&D lab in Washington DC. In 1991, she moved to the US Agency for International Development where she served as a Division Chief in the Office of Acquisition and Assistance supporting the Europe and Eurasia Bureau and their development programs during the transition years of the 1990’s. Later, she managed the division that supported the Global Health Bureau programs of HIV/AIDS and other infectious diseases. In 2010, she took an assignment as the Chief of the Procurement Office in USAID/Egypt. Ms. Quinlan graduated from the University of Maryland with a degree in languages and later received her M.B.A. from the same institution.
